What is Innovation Procurement?

Innovation procurement is a new paradigm of procurement that supports technological innovation and innovation growth. It improves the level of public services by purchasing and piloting innovative products and technologies to meet public innovation needs. In other words, it is a policy that enables the public sector to become the first buyer of innovative products, lower the threshold for entering the procurement market, and provide innovative solutions to social problems in meeting the expectations of the public.

Innovative products are subject to a contract for three years after designation, and public institutions can access the dedicated mall for innovative products in the Innovation Marketplace (http://ppi.g2b.go.kr/), request procurement from the Public Procurement Service, or proceed with a contract on its own.

STEP 02Purchase Indemnification

The purchasing officer of a demand organization that purchases an innovative product shall not be liable for any losses caused by the purchase of the product unless intent or gross negligence is proven.* Legal basis: Article 27, Paragraph 4 of the Government Procurement Act

STEP 03Institutional Evaluation Reflection

The performance of purchasing innovative products is reflected in the evaluation indicators for public institutions to evaluate the achievement of each institution's goals. * Government innovation evaluation, joint local government evaluation, management evaluation of public and quasi-governmental organizations, management evaluation of local public institutions * For details on evaluation items, indicators, and measurement criteria, please refer to the evaluation plan for each institution.
